US‑Iran 14‑Point Agreement Signed: Key Provisions Explained

President Trump and Iranian officials have formally signed a 14‑point Memorandum of Understanding (MoU) that extends the ceasefire between the United States and Iran and sets a 60‑day timetable for a final diplomatic deal.

1. Total Ceasefire on All Fronts

The first clause declares an immediate and permanent end to military operations on all fronts, including Lebanon. Tehran has pledged that Lebanon will be included in the truce, while the US warns that any continued Israeli operations there would violate the understanding.

2. Mutual Respect for Internal Affairs

The MoU instructs both sides to respect each other’s sovereignty and sovereignty, agreeing not to interfere in internal politics. This provision has sparked concern among Iranian dissident groups.

3. 60‑Day Negotiation Window

A 60‑day deadline is set for the parties to negotiate a final agreement, with the possibility of extension by mutual consent. The countdown began after the MoU was signed at the post‑G7 dinner at the Palace of Versailles.

4. End of US Naval Blockade

Once the MoU is in force, the United States will begin unwinding its naval blockade of Iranian ports. The blockade will fully lift within 30 days, and the US will remove forces from the proximity of Iran within the same period.

5. Strait of Hormuz Reopens

Iran commits to ensuring safe, fee‑free passage of commercial vessels through the Strait of Hormuz immediately after the MoU, subject to clearing technical obstacles and de‑mining operations.

6. $300 bn Reconstruction Fund

The agreement outlines a plan for a $300 bn fund for reconstruction and economic development. While the fund will be agreed upon by the US and regional partners, the United States is not obligated to provide the money directly.

7. Removal of Sanctions

The United States will lift all economic sanctions against Iran, including those backed by UN Security Council resolutions. The exact timeline for each measure will be set during final negotiations, but the MoU signals an immediate intent to address sanctions relief.

8. No Nuclear Weapons

Iran agrees not to pursue or acquire a nuclear weapon, and the two sides will work together to handle the plutonium already present under International Atomic Energy Agency supervision.

9–10. Status Quo and Interim Measures

While the enriched uranium is dealt with, the US and Iran agree to maintain a status quo on Iran’s nuclear programme, issuing waivers for oil exports, banking and transport until a final agreement is reached.

11. Release of Frozen Assets

The MoU commits the United States to make fully available all frozen or restricted funds once it is signed, with procedures to be agreed in subsequent talks. Some assets will be released immediately as a reward for Iranian compliance.

12–14. Monitoring and Final Negotiations

Mechanisms will be set to monitor implementation of the MoU and compliance with a future deal. Following the signing, the parties will begin negotiations for a final agreement that will be endorsed by a binding UN Security Council resolution.
