On November 2, 2026, the Saudi Religious Affairs Presidency led by Sheikh Dr. Abdulrahman Al‑Sudais inaugurated an integrated endowment and institutional framework for the Grand Mosque and the Prophet’s Mosque, marking a milestone in the kingdom’s efforts to modernise the holy sites.
The new system, unveiled in a ceremony in Makkah, brings together endowment funds, resource‑development initiatives and a formal management structure that includes project planning, execution and partnership outreach to nonprofit and private sectors.
Sheikh Dr. Abdulrahman Al‑Sudais said:
The launch marks a step toward establishing a sustainable endowment and institutional model that integrates roles in resource development, project management and implementation, and partnerships with the nonprofit and private sectors.
According to the Saudi Press Agency, the model is designed to create a sustainable financial base, improve spending efficiency, and enhance the range of services offered to visitors of the Two Holy Mosques as part of the broader Vision 2030 agenda.
The initiative reflects the government’s commitment to re‑investing revenue and fostering public‑private collaboration, while also ensuring that the religious and enrichment services at the holy sites continue to meet the expectations of millions of pilgrims each year.
Under the framework, a dedicated endowment trust will receive donations, a reserve fund management plan will be established, and a transparent reporting mechanism will be publicly accessible so that funding flows can be monitored in real time.
The endowment system will roll out in phases, with initial funding streams projected to hit 10 billion riyals over the next five years, according to officials.
