Philippine police on Nov. 1 arrested a 57‑year‑old Japanese suspect believed to be the second‑in‑command of the JP Dragon telecom fraud syndicate, according to Xinhua. The arrest took place in Nueva Ecija province, north of Manila, after the group had targeted elderly victims across Asia.

Xinhua reports that Philippine authorities said the suspect has been regarded as the top leader of JP Dragon since its former head was arrested in the Philippines in June last year. This claim comes from police statements cited in the agency’s coverage.

Philippine police emphasized that the group has been linked to theft and telecom fraud activities across the continent and that its activities have prompted a heightened crackdown on telecom fraud across the country.

JP Dragon is also noted to have connections with the “Luffy” crime group, which carried out fraud and robberies in Japan between 2021 and 2023, and whose key members were also arrested in the Philippines.

These developments mark another step in Manila’s intensified efforts to dismantle cross‑border telecom fraud networks that have targeted vulnerable populations, especially the elderly, in recent years.
