In Mae Sot, a Thai border town, Burmese refugees have sought a means to escape the chaos of Myanmar’s military coup. A third‑party agency called Brighter Future Way promised them language training in Finland, secure residency and nursing positions – all for an upfront fee of around 10,000 €.
Eight students, including 19‑year‑old Ma Naw Phaw, paid the fee and travelled to the agency’s deserted “school” in Thailand where no teachers were present. They subsequently applied for Finnish residence permits. Five were rejected because of insufficient financial proof; the sixth was denied after the Finnish Border Guard began a large‑scale probe.
The agency’s co‑founder, Min Min Soe Shwe, was arrested in Finland, and both the agency and the victims claim that the money disappeared. Finnish authorities are questioning the legitimacy of the tuition and visa application fees and suspect aggravating extortion.
Under new Finnish law, incoming international students will be able to apply directly to vocational schools, eliminating the role of controversial intermediaries. The scandal underscores how vulnerable refugees can become targets of fraud when they seek better livelihoods abroad.
