In brief

An impending smoking ban in France will target public spaces like beaches, parks, and schools to safeguard children's health, as stated by Health Minister Catherine Vautrin.

The article text:France is taking a significant step towards protecting children's health by implementing a smoking ban in all outdoor spaces where children are likely to be present. Health and Family Minister Catherine Vautrin announced that the ban would be enacted on July 1, 2024, and it will encompass a broad range of locations including beaches, parks, public gardens, school perimeters, bus stops, and sports facilities. Vautrin emphasized the necessity of such a ban by stating, "Tobacco must disappear where there are children," highlighting the need to prioritize children's right to clean air. She noted that while smoking is a personal choice, it should not come at the expense of children's health. Violators of this new regulation will face fines of €135 (approximately £113 or $153). While law enforcement will be responsible for overseeing compliance, Vautrin expressed her belief in self-regulation among the public as well. It is important to mention that electronic cigarettes will not be included under this ban, although Vautrin is working on establishing nicotine limits for them. According to the French Monitoring Centre for Drugs and Drug Addiction, roughly 23.1% of the French population are daily smokers—a historical low reflecting a reduction of over five points since 2014. Each year, tobacco-related illnesses claim the lives of more than 75,000 smokers in France, accounting for approximately 13% of total deaths. France has had a longstanding prohibition on smoking inside restaurants and nightclubs since 2008. Moreover, although plans to implement widespread outdoor smoking bans were proposed for 2024, previous decrees remained unadopted. Nonetheless, over 1,500 French municipalities have already taken proactive measures by instituting local smoking bans in public spaces, with many beaches having been smoke-free for several years. Public support for stricter smoking regulations is evident; a recent report by the French cancer association, La Ligue Contre le Cancer, revealed that nearly 80% of French citizens endorse a ban on smoking in public spaces, including forests, beaches, and parks.
