In brief

Zambia has issued a warning to diplomats after the U.S. ambassador raised alarm over systematic theft of health aid, a move seen as antagonistic towards diplomatic protocols.

Zambia's Foreign Minister Mulambo Haimbe expressed concern that foreign envoys, particularly the U.S. ambassador Michael Gonzales, were bypassing traditional communication channels. This statement comes after Gonzales publicly announced cuts of $50 million in health aid to Zambia due to theft of critically needed medications. The U.S. official cited over 30 unproductive meetings with Zambian officials as the reason for his public disclosure.Haimbe stated that addressing government matters through media outlets undermines diplomatic respect and conventional channels of communication. The U.S. embassy documented that they presented findings of the alleged misappropriation back in April 2022, but claimed that no action was taken by Zambian authorities at that time.In a later development, Zambia's Home Affairs Minister Jacob Mwiimbu revealed a completed forensic audit on the alleged theft and noted that law enforcement has arrested around 75 individuals linked to the scam, following a nationwide investigation that examined over 400 health facilities. Ambassador Gonzales had indicated that an inspection revealed many pharmacies were selling U.S. donated drugs. Zambia's Health Minister Elijah Muchima acknowledged that the problem predates the current administration and affirmed efforts, including the termination of several officials and implementing an advanced monitoring system, to combat the issue. While the U.S. assistance cut could affect vital drugs for malaria, HIV, and TB treatment starting next year, Muchima assured citizens that existing drug stocks are adequate for the time being. Furthermore, Gonzales clarified that this decision was not related to an earlier aid freeze initiated by former President Trump, which has severely impacted health programs across Africa. As Zambia navigates these diplomatic tensions, the U.S. accounts for a significant portion of its public health funding, which highlights the importance of resolving these issues swiftly.
