In brief

The National Endowment for Democracy (NED), a longstanding bipartisan nonprofit, has initiated a lawsuit against the Trump administration for withholding $239 million in funds critical to its democratic initiatives abroad. Due to an executive order that paused foreign aid, the organization has seen significant financial strain, forcing many of its employees to take unpaid leave and halting funding for approximately 1,200 grant recipients since January.

The lawsuit, filed in the Federal District Court for the District of Columbia, contends that the appropriated funds from Congress should not be classified as foreign aid and should not be subject to executive control. NED's board, which comprises a mix of political figures from both major parties, unanimously decided to pursue legal action as a means of resolution after multiple attempts to engage the State Department had failed.Peter Roskam, the chairman of NED and a former Republican congressman, expressed hope that the situation might be a mere oversight. However, he recognized the gravity of the issue, stating that the organization’s struggle to access funds is part of a larger challenge in sustaining democracy-promoting efforts abroad amid political changes.
