In brief

In a significant development, Iran's diplomats have met with representatives from the UK, Germany, and France in Istanbul to discuss the ongoing nuclear negotiations for the first time since Israel’s military action against Iran's nuclear sites earlier this year.

The talks occurred amidst heightened tensions following a twelve-day conflict that was sparked by Israeli airstrikes in June, which also included US military involvement targeting Iranian nuclear facilities. The European trio, known as the E3, has issued warnings regarding the potential re-imposition of sanctions against Iran if substantial progress in negotiations is not made by the end of October.Iran's Deputy Foreign Minister Kazem Gharibabadi characterized the discussions as “serious, frank, and detailed,” signaling a commitment to further dialogue. He previously asserted that any move by the E3 to reinstate sanctions would be “completely illegal.” The sanctions were previously lifted following the 2015 Iran nuclear agreement, which placed restrictions on Iran’s nuclear program and permitted international inspections, aimed at preventing the development of nuclear weapons — an ambition that Tehran has consistently denied. The situation escalated when the US unilaterally withdrew from the nuclear deal in 2018 under then-President Donald Trump, leading to the re-enactment of strict sanctions on Iran. In retaliation, Iran has progressively loosened its compliance with the agreement.During this recent meeting, the head of the International Atomic Energy Agency (IAEA), Rafael Grossi, indicated that Iran has expressed its willingness to restart technical-level discussions related to its nuclear initiatives. Grossi emphasized the need for transparency from Iran regarding its nuclear facilities and activities, underscoring the importance of water hearing Iran's perspective on necessary precautions.Iranian state media reported remarks from the country’s foreign ministry spokesman, Esmaeil Baghaei, who urged the E3 to utilize this session to atone for their past “unconstructive policies.” He accused them of justifying aggression against Iranian sovereignty through their support of US-Israeli actions in June, asserting that Iran intends to formally address these grievances during the talks.Relations soured considerably after Israel launched airstrikes on June 13, to which Iran responded with its own missile and drone attacks. This series of provocations led to a breakdown in cooperation with the UN nuclear oversight. Following an ultimatum from the US for Iran to restore diplomatic relations, the E3 had previously engaged in talks with Iranian representatives in Geneva but were ultimately undermined by US military actions.A recent US intelligence assessment posited that while the US strikes were aimed at debilitating Iran's nuclear capabilities, they may have only postponed progress by a few months without actually dismantling the nuclear program. The fate of the Iran nuclear deal and future of regional stability hangs in the balance as tensions remain high.
