On November 2, 2026, the Gulf Cooperation Council (GCC) announced that its Permanent Committee on Anti‑Harmful Practices in International Trade has opened an anti‑dumping investigation into uncoated writing, printing and graphic paper imports from India, China and Thailand, Saudi Press Agency reported.

The investigation covers uncoated paper delivered in rolls or in rectangular (including square) sheets, all intended for writing, printing or graphic purposes, the agency said.

The decision follows a preliminary report issued by the Technical Secretariat of Anti‑Harmful Practices in International Trade, which operates under the GCC General Secretariat.

Under the GCC Common Law on Anti‑Dumping, Countervailing Measures and Safeguards, and the World Trade Organization’s Anti‑Dumping Agreement, the investigation will be conducted in accordance with unified legal provisions, the agency cited.

Director General of the Technical Secretariat, Mahfoudh Al‑Raqadi, said the measures are being taken under the relevant law and that announcing the investigation gives all interested parties the opportunity to defend their interests at every stage.

The initiation notice, detailing the product and procedures, was published in the Technical Secretariat’s official bulletin, Issue No. 59, dated November 2, 2026, and is available on the GCC General Secretariat’s website.
