He described the current geopolitical landscape as "pivotal" and complex, prompting a proposed rise of €3.5 billion (£3 billion) in defense spending next year, followed by an additional €3 billion by 2027.

Macron's remarks specifically addressed the dangers posed by Russia, condemning its "imperialist policies" and its annexation efforts. This comes in the wake of ongoing conflict due to Moscow's aggressive invasion of Ukraine that began in February 2022. In a forward-looking strategy, Macron promised to double France’s military budget by 2027—three years ahead of schedule—with investments soaring from €32 billion in 2017 to €64 billion within just two years.

"This world requires power to guarantee freedom," Macron asserted during his speech, delivered just before Bastille Day. He underscored the resurgence of nuclear capabilities and the proliferation of conflicts as key factors influencing global stability, while also referencing various international military engagements, including tensions involving the United States and its varying support for Ukraine.

The urgency of macro-level defense commitments among NATO allies was reaffirmed last month when they collectively decided to escalate their defense spending target from 2% to 5% of GDP annually. The United Kingdom and other nations are similarly strategizing to bolster their military readiness, reflecting geopolitical shifts underscored by rising threats from Russia.

French Army Chief Thierry Burkhard has indicated that Russia perceives France as its primary adversary in Europe, labeling it a "durable" threat. The present situation in Ukraine is pivotal in determining the future status of European nations on the global stage. As France's Prime Minister François Bayrou prepares to present next year's budget, the nation appears set on prioritizing enhanced military capabilities against a backdrop of increasing international tension.
