In brief
In a significant appointment, Frank Bisignano has been named the CEO of the IRS while maintaining his position as the Commissioner of the Social Security Administration. Reporting to Treasury Secretary Scott Bessent, Bisignano's dual role reflects ongoing leadership adjustments at the IRS since the onset of the Trump administration. The Treasury Department noted the overlap in technological and customer service goals between the IRS and SSA, making Bisignano a suitable choice. Notably, the IRS has seen multiple leadership changes recently, with Bisignano joining several Trump officials who manage multiple responsibilities.
WASHINGTON (AP) — Social Security Administration Commissioner Frank Bisignano has been appointed to the newly created position of CEO of the IRS on Monday, marking another prominent reshuffle in the Trump administration's federal agencies.
In his new role, Bisignano will directly report to Treasury Secretary Scott Bessent, who is currently acting commissioner of the IRS. It is yet to be determined whether this position will require Senate confirmation.
The Treasury Department confirmed that Bisignano will oversee all day-to-day operations of the IRS while continuing his duties at the Social Security Administration. Bessent remarked that the operational and technological synergies between the IRS and SSA make Bisignano an ideal candidate for the position.
This appointment adds to a history of frequent leadership changes at the IRS, particularly during Trump's term. The department has seen several acting commissioners in quick succession, including the recent appointment of Bessent to acting commissioner after the dismissal of former U.S. Rep. Billy Long.
Bisignano's multiple responsibilities align him with other prominent officials in the Trump administration who also hold dual roles, emphasizing a trend of overlapping duties across federal departments.
Previously, Bisignano chaired Fiserv, a financial services company, and has been recognized for advocating against discrimination towards LGBTQ+ individuals in corporate policy.
