In brief

Singapore's reversal of a long-standing ban on cats in public housing introduces complexities regarding their registration and regulation. As many cat owners navigate through vague rules, concerns about enforcement and the status of foster cats emerge.

In September, Singapore lifted a 35-year ban on cats residing in public housing, a decision that was met with enthusiasm by cat enthusiasts across the city-state. However, the legislation rollout has been anything but smooth, leaving adopters like Xinderella in limbo. The three-legged tabby currently lacks official recognition in her foster home, despite being microchipped and cared for. With approximately 80% of Singaporeans living in public housing, this shift is significant, yet the new regulations regarding pet ownership remain ambiguous. The government, known for its structured approach to laws and regulations, has yet to clarify enforcement measures or the penalties for non-compliance among cat owners. Foster parent Kartika Angkawijaya reflects on the uncertainties that accompany the new policy, stating, “All of us are navigating through a lot of question marks.” As many residents adopt cats and attempt to abide by the unclear policies, the situation calls into question how these new rules can be effectively implemented in a city that prides itself on orderliness, especially with the complexities surrounding the registration of foster pets.
