Why Japanese companies are dragging their feet on AI


A sharp rise in employee shortages, an aging population and a stubborn productivity gap make artificial intelligence (AI) a natural fit for Japanese firms. Yet data reveal that only 8.4% of workers use AI in their daily tasks, far under the 50% observed in the United States and 32% in the United Kingdom.


Industry mindsets appear stubborn. Decision makers value consensus and accept minimal error, leaving little room for experimentation. One commentator noted that organisations rely heavily on established processes that cannot shift quickly.


In contrast, US companies allow AI tools to incrementally shape workflows. Leaders encourage trial and correction rather than outright rejection. This difference is reflected in adoption rates, with Japanese firms more eager to prove AI reliability before fully integrating it.


The safety of AI remains paramount. Professors warn that generative models are not fully trustworthy, so Japanese workers usually employ them only for low‑risk tasks like writing, summarising or research. Core operations and decision‑making rarely involve AI.


Healthcare is a laggard too. Many hospitals have yet to digitise patient files. An insider described paper records as a “Stone Age” throwback, underscoring the deep‑rooted resistance that pervades the sector.


The government recognised slow progress and passed an AI Promotion Act last year. The aim is light regulation that nudges businesses toward investment and experimentation. Tokyo has pledged that Japan will become the world’s most AI‑friendly country, hoping to lift productivity across the G‑7.


Despite these ambitions, the job market itself poses a bottleneck. A report warned that the country will experience a shortfall of almost 800,000 IT professionals by 2030. Coupled with outdated computer systems—about 60% of which are older than 20 years—firms find it hard to recruit and retrain staff for modern roles.


Some leading firms are beginning to change recruiting priorities, adding AI literacy to graduate programmes. Even so, there is limited exposure to complex, autonomous AI systems, and new hires remain cautious.


In sum, Japan’s blend of risk aversion, legacy infrastructure, and a shortage of digital talent keeps it behind other major economies in AI uptake—yet pressure to improve productivity and an eager government agenda may start to shift the balance in the coming years.
