In brief

Poland's Prime Minister Donald Tusk indicates a potential Russian plot to carry out acts of air terrorism against airlines worldwide, following concerns from Western intelligence.

Poland’s Prime Minister Donald Tusk made a startling claim on Wednesday regarding Russian intentions to target cargo aircraft in Western countries, reflecting concerns highlighted by Western intelligence agencies. During a meeting with Ukraine’s President Volodymyr Zelensky, Tusk stated, “I can only confirm that Russia planned acts of air terror, not just against Poland but against airlines across the globe.” His comments come after intelligence reports surfaced indicating that Russia's military intelligence service, the GRU, might have been behind a plot to instigate air terror.Earlier in the summer, intelligence officials noted suspicious activity when incendiary devices were discovered at shipping hubs in Britain and Germany, leading to fires that caused minimal damage. The authorities suspect these actions were a prelude to testing security measures rather than outright attacks. In November, briefings by four Western officials suggested these fires might have been orchestrated to evaluate security responses. The full scope of the Russian plan remains unclear, although investigations are ongoing to determine whether the objective was to either destroy planes on U.S. or European runways or detonate an aircraft in midair. Heightened concerns reached the White House, resulting in President Biden instructing his national security adviser and the C.I.A. director to communicate to top aides of Vladimir Putin that any act of sabotage resulting in mass casualties could lead to a severe U.S. response. Officials stressed that such acts could be viewed as enabling terrorism and would escalate tensions drastically between the United States and Russia.
